Hey unfortunately Mp3's are already compressed just like jpeg's. If you do see a size decrease using the optimal size settings in winrar, it will be very minimal if any.
The simplest way to solve your problem is to burn the Mp3 on to a dvd as data. A dvd can store up to 4.7GB and double on a dual-layer disc.
If you do not have a dvd burner, you can try using a freeware Mp3 splitter to make your 1GB Mp3 into say, 2 500MB files that you can burn on two CD's.

A rar file is like a zip file. You have to open the .rar with WinRar and extract the contents of the .rar (which should hopefully be your document!)
